Hulpdiensten zoals brandweer of geneeskundige hulpverlening moeten vaak reageren op incidenten terwijl er slechts beperkte informatie beschikbaar is. De tijd tussen het incident en het arriveren van de hulpdiensten is kostbaar. Indien er op locatie burgers met specifieke vaardigheden en ervaring aanwezig zouden kunnen zijn, kan gerichte informatie worden doorgegeven aan de hulpdiensten of kunnen evt. slachtoffers al gestabiliseerd worden. Maar ook na aankomst van de hulpdiensten blijven er vaak taken waarbij extra hulp van burgers met specifieke vaardigheden welkom is zoals het begeleiden van slachtoffers die nog kunnen lopen naar een veilige opvanglocatie zodat het ambulancepersoneel zich kan focussen op de slachtoffers met een levensbedreigend beeld. Ook hebben direct omwonenden vaak meer kennis van de buurt en kunnen b.v. meedenken over een geschikte locatie voor het opvangen van slachtoffers.

Gezocht: Een schaalbare oplossing die burgers met relevante vaardigheden snel mobiliseert om bij incidenten te ondersteunen.

Welke schaalbare oplossing kan jouw startup ontwikkelen die burgers met relevante vaardigheden snel mobiliseert om hulpdiensten zoals brandweer of geneeskundige hulpverlening bij incidenten te ondersteunen, terwijl ramptoeristen effectief op afstand worden gehouden, zonder dat hiervoor complexe technologische tools nodig zijn?

De Veiligheidsregio Noord- en Oost-Gelderland (VNOG) zoekt naar een schaalbare oplossing die getest kan worden in een pilot. Deze oplossing hoeft geen complexe technologische tool te zijn, maar moet wel effectief zijn in het mobiliseren van hulp. Creativiteit en originaliteit in de manier van aanpakken zal hoger gewaardeerd worden. Inspiratie kan worden gehaald uit bestaande systemen zoals STAN het platform achter HartslagNu, Burgernet van de politie en ready 2 help van het Rode Kruis, die al succesvol burgers inzetten bij noodsituaties. Het uiteindelijke doel is om een praktische aanpak te ontwikkelen die bij succes verder kan worden uitgerold binnen Nederland. De oplossing moet daarbij gebruikmaken van bestaande openbare data en open source intelligence om de hulpverlening te optimaliseren.

De tool moet skills en vaardigheden van personen maar bijvoorbeeld ook materialen en/of kennis van bedrijven kunnen activeren.

Voor de uiteindelijke oplossing is het doel dat de startup het product/dienst na de pilotfase zelf kan vermarkten binnen de Nederlandse veiligheidsregio’s met ondersteuning van VNOG.

De oplossing van jouw startup moet duurzaam zijn in het gebruik en kostenefficiënt op lange termijn. We streven naar verdere opschaling binnen Nederland als de pilot in onze regio succesvol is. Daartoe moet jouw oplossing financieel haalbaar zijn. We zijn niet op zoek naar een strategie of diensten van adviesbureaus. We zijn niet op zoek naar een Startup met alleen een idee. Je moet als Startup ook de oplossing kunnen ontwikkelen en kunnen aanbieden;

Briefing: Innovative Solution for Citizen Involvement in Incidents

Emergency services such as fire departments or medical assistance often need to respond to incidents with limited information available. The time between the incident and the arrival of emergency services is critical. If citizens with specific skills and experience are present on-site, they can provide targeted information to emergency services or stabilize potential victims. Even after emergency services arrive, there are often tasks where extra help from citizens with relevant skills is welcomed, such as guiding walking victims to a safe shelter so that ambulance personnel can focus on those in life-threatening situations. Local residents often have more knowledge of the area and can assist in identifying suitable locations for sheltering victims.

Seeking: A scalable solution that quickly mobilizes citizens with relevant skills to assist during incidents.

What scalable solution can your startup develop to quickly mobilize citizens with relevant skills to support emergency services such as fire departments or medical assistance during incidents, while effectively keeping disaster tourists at bay, without the need for complex technological tools?

The Safety Region of North and East Gelderland (VNOG) is looking for a scalable solution that can be tested in a pilot. This solution does not have to be a complex technological tool but must be effective in mobilizing help. Creativity and originality in the approach will be highly valued. Inspiration can be drawn from existing systems such as STAN, the platform behind HartslagNu, Burgernet from the police, and Ready2Help from the Red Cross, which have successfully engaged citizens during emergencies. The ultimate goal is to develop a practical approach that can be rolled out further in the Netherlands if successful. The solution should leverage existing public data and open-source intelligence to optimize assistance.

The tool should be able to activate the skills and abilities of individuals, as well as materials and/or knowledge from companies.

For the final solution, the goal is for the startup to market the product/service itself within the Dutch safety regions after the pilot phase, with support from VNOG. Your startup’s solution should be sustainable in use and cost-effective in the long term. We aim for further scaling within the Netherlands if the pilot in our region is successful. Therefore, your solution must be financially viable.

We are not looking for a startup with just an idea. You must also be able to develop and offer the solution. We are not looking for strategies or services from consulting firms.
